University Strategic Leadership between Reality and Expectations: Israa University as a Model

Abstract:
The study aimed to focus attention on University strategic leadership between reality and expectations at Israa University as a model in Gaza. The study was applied to staff in employees in administrative and academics positions at Israa University totaling 240 employees with a collected sample size of 50 employees. The analytical descriptive approach was used and the acquisition of secondary data from books, journals and web pages and the collected primary data through self - administrated questionnaire and analyzed using SPSS. The study concluded with a number of results: (Strategic Orientation) achieved a degree of (Medium) with a percentage of (67.2%). Human and social capital, Organizational culture, Strategic leadership) achieved high percentage among respondents. The study reached a number of recommendations, the most important of which are: The need for Israa University to focus on the various requirements of determining the strategic orientation leadership for their direct role in improving the quality of the educational service of universities. The necessity of the university administration to reinforce the modern administrative concepts related to performing their duties in general, and the concepts of strategic leadership and the quality of educational service in particular through holding training programs and brainstorming sessions with specialists, which contributes to raising the efficiency and skill of university leaders. Expanding the delegation of powers to employees in supervisory positions in Israa University and involving them in decision-making, to be able to respond appropriately to changes and emergency conditions, take advantage of available opportunities, and confront potential threats
