The study aims at explaining a clear vision to know the relation between the Islamic states with the other states and to be aware of the disciplines that control the relation between the Islamic state and the other groups. The research problem is situated in knowing the rules that control the relation of the Islamic state with the other states in case of peace or war .to conduct the research the researcher has followed the inductive analytical method to analyze all that show the Islamic state relation with non - Islamic groups. The study has reached the following important results and recommendations. Firstly the results: 1- the international treaty is a base that controls the relation of the Islamic state with the other non-Islamic groups. 2-Peace is the origin of Muslims relation with the other non-Muslims. Secondly Recommendations: 1-Those who are responsible of the administration of the Islamic state affairs to conclude international agreements with the non-Islamic states that it likes to achieve its mundane interests. 2-The study recommends that the slogan of Muslims to be peace in the relation of the Islamic state with the other states.
