Abstract:
This study evaluated the effects of participatory planning on performance of local government personnel in Kanungu district. Survey results indicated that 65.2% of respondents believe budgetary plans align with strategic objectives, with a mean score of 4.00. However, only 4.34% strongly agree that allocations adequately support staff training, reflecting a significant gap (mean = 2.29). Transparency in the budget allocation process has a mean score of 3.00, suggesting moderate confidence. Stakeholder involvement in capacity-building policies is perceived positively, with 80% agreement, and communication channels score a mean of 3.19. Regression analysis reveals a moderate correlation (R = 0.250) between participatory planning and personnel performance, explaining about 6.2% of performance variance (Rē = 0.062). Each unit increase in participatory planning correlates with a 0.482-unit increase in performance. These findings highlight strengths in strategic planning but underscore the need for improved training funding and transparency. Recommendations include better alignment of budgetary plans with strategic goals, increased investment in staff development, and enhanced stakeholder engagement. Implementing these practices will foster a more skilled workforce and improve overall local government effectiveness.
