Abstract:
This research also aims to provide recommendations to local governments in formulating more effective policies, taking into account the socio-economic conditions of local communities. This research uses a normative juridical method that analyzes laws and regulations related to online gambling, such as the ITE Law and Article 303 of the Criminal Code, combined with a socio-economic conflict approach based on Conflict Theory. Qualitative and quantitative data were used to explore the dynamics of social inequality, social conflict, and economic impact due to the rise of online gambling in Ambulu Sub-district. This research shows that socio-economic inequality in Ambulu Sub-district, characterized by low GRDP per capita and lack of economic opportunities, has led to the rise of online gambling. Online gambling triggers social conflicts, such as family tensions, financial losses, and increased criminality, which worsen community solidarity. Conflict theory analysis reveals that structural inequality and weak law enforcement exacerbate the problem, requiring a comprehensive solution based on economic empowerment, digital education, and strict law enforcement.
