Abstract:
The Government Resources Management System (GRMS) is a digital information application system that is interconnected. The design of GRMS governance aims to maximize the implementation of IT and necessitates a proper understanding of how the information system functions, the technology it utilizes, and the development and management of IT systems. Managing IT systems requires a set of guidelines for their organizational use. In this context, the Office of Communication and Information (DISKOMINFO) is responsible for the design of GRMS. DISKOMINFO is an agency handling governmental responsibilities in communication and Information Technology, with one of its primary objectives being the establishment of a Smart City. In this governance design, the COBIT 2019 framework is employed, identifying 11 key governance factors using the COBIT 2019 design toolkit. The results achieved at DISKOMINFO Salatiga identified 9 relevant and precise processes based on the assessment criteria. These findings can guide recommendations for the creation of a Government Resources Management System (GRMS) to support the development of a Smart City.
