Abstract:
The term "governance" covers many different political, administrative and legal realities, depending on the sectors in which it is observed. In Togo, almost all the scores associated with the six indicators are negative. This can reflects a generally poor level of governance. This indicates that governance indicators are getting worse and worse in this country. However, let us consider that the prism of governance renews the approach to questions relating to political power, with political will then involving a multiplicity of actors of varying legitimacy alongside the State to strengthen the management of power. The research hypothesis identified in this work is that the construction of the rule of law is relatively linked to the nature of governance. The aim is to highlight the issues and challenges involved in implementing the rule of law. Using a qualitative approach based on documentary research, our study draws on digital and physical sources. We also use the constructive method.
