Abstract:
Over the years human resource management has evolved over time and it has increasingly remained relevant in Uganda and the entire sub-Saharan African education institutions. Human resources are very pertinent resources in an organization that is why it requires scientific management approaches for effective service delivery. As competition for human resource management functions increases it becomes a key element in global strategies across the World. The total quality human resource effectiveness and efficient utilization of human resources are crucial for emerging economies like Uganda. Human resource management function is crucial for education institutions, ensuring human resources are supplied to main resources, recruiting, and orienting staff. It addresses strategic issues and manages strategic decisions.
