Abstract:
: Organizational effectiveness largely depends on the ability to utilize the existing human resource effectively and efficiently. Hence, assessing the existing human resource development practices, identifying the challenges and analyzing the factors determining the employee's perception on the effectiveness of the given human resource development practices is crucial in realizing effective organization. Therefore, the study intended to identify the existing Human Resource Development Practices and challenges on the process at Commercial Bank of Ethiopia by taking branches in Debre Markos town. Then, the study took 210 employees from eight branches of CBE in the town. It used quantitative data obtained via questionnaire as a primary source. After collecting the data, it was processed using SPSS-22 and STATA-14 software. Then, the data is summarized using descriptive statistics, and analyzed by employing binary logistic regression model. Accordingly, the study found 65.57% of the employees perceive the human resource development practices are effective while the rest 34.43% of them perceive the given HRD practices are not effective. It also elaborates the training & development processes, career development processes and performance appraisal, and the challenges faced using likert scale which enquires as strongly disagree, disagree, neutral, agree, and strongly agree to each statement within the parts of the human resource development practices. The application of the model included six explanatory variables and three of those explanatory variables, i.e. age of employee, position of employee and performance appraisal practices, have been found significant at P<0.1 probability level. Finally, the study concluded as implementation of human resource development practices at CBE have a good beginning that more than half of the employees agreed the practice is effective though still there are challenges to be solved in collaboration between CBE management team and the employees. Therefore, the study would like to recommend a strong collaborative work in between the government, the bank management team and the employees themselves to keep strengths and improve on the human resource development challenges.
