Abstract:
The study investigated quality staff as determinant of secondary schools' principal administrative effectiveness in Bayelsa State. Eleven research questions and Eight hypotheses were formulated and tested with relevant data collected. The study is an ex-post facto research design adopting correlational research method. The population for the study consists of 188 principals and 4707 teachers. The sample for the study comprised of 544 principals and teachers drawn across the three senatorial district of Bayelsa State. A self-developed instrument titled "Staff Students' Personal Administration and Principals Administrative Effectiveness Questionnaire (SSPAPAEQ) was used to collect data. The reliability of the instrument was determined using the test retest method. The questionnaires were administered to 50 teachers and 10 principals outside the sampled schools. The result of the test was used to compute the reliability of the instrument which yielded a coefficient of 0.81 for Staff Personnel Administration. The instrument was administered to the respondents the data obtained was tested using mean and standard deviation to answer the research questions, while the hypotheses were tested using Pearson Product Moment Correlation Statistics at 0.05 level of significance. Based on the result the following findings were made; there is significant relationship between quality staff personnel administration and principal administrative effectiveness of secondary schools; there is significant relationship between staff discipline and principal administrative effectiveness of secondary schools; there was a significant relationship between staff supervision and principal administrative effectiveness of secondary schools; there was a significant relationship between student supervision and principal administrative effectiveness of secondary schools. Based on the findings conclusion were drawn that quality staff personnel administration is a determinant of principal's administrative effectiveness in secondary schools. Based on the conclusion the following recommendations were made among others that the Ministry of Education, Post Primary School Management Board etc. should organize in-service training that emphasize on quality staff personnel and principal administrative effectiveness.
