Abstract:
This study explores the role of the Triple Helix model, government, academia, and industry in fostering entrepreneurial ecosystems and driving innovation in developing countries, with a focus on the Southern Highlands regions of Tanzania. The research examines how the interaction between these three key actors influences the growth and success of startups, identifying both the opportunities and challenges faced by entrepreneurs in the region. Data were collected through surveys and interviews with entrepreneurs, government officials, academics, and industry representatives, providing a comprehensive view of the current ecosystem. Findings revealed that while government policies have been implemented to support entrepreneurship, their impact has been limited due to ineffective coordination with academia and industry. Academia has contributed significantly to research and development (R&D) and entrepreneurship education, yet its collaboration with industry remains weak, hindering the commercialization of innovations. Industry's involvement in mentorship and investment in startups, though present, lacks consistency and integration with academic and governmental initiatives. Cultural and social factors, such as community support, social networks, and local traditions, also play a crucial role in shaping entrepreneurial outcomes. The study concludes that a more integrated and collaborative approach within the Triple Helix model is necessary to fully harness its potential in driving innovation and business growth. Recommendations include enhancing collaboration, improving policy implementation, fostering a culture of innovation, and creating regional innovation hubs. This research contributes to a deeper understanding of entrepreneurial ecosystems in developing countries and offers insights into strengthening the role of the Triple Helix in fostering sustainable economic development.
