Abstract:
This study examined the relationship between local government autonomy and grassroots development in Taraba State, Nigeria. Guided by the Fiscal Decentralization Theory, the study employed a mixed-methods approach combining quantitative data from 391 valid questionnaires and qualitative interviews with key stakeholders across Jalingo, Wukari, and Bali Local Government Areas. Data were analyzed using descriptive and inferential statistics, including regression analysis. The results revealed that while local governments in Taraba State exercised moderate levels of administrative and political autonomy, their financial autonomy remained weak. Regression results indicated a significant positive relationship between autonomy and grassroots development outcomes, particularly in rural infrastructure, healthcare delivery, education, and community participation (Rē = 0.37, p < 0.05). The findings further identified political interference, financial dependence, and institutional inefficiency as major constraints to effective autonomy. The study concludes that strengthening fiscal decentralization and institutional accountability at the local level is essential for sustainable grassroots development in Taraba State.
