Abstract:
This literature review paper examines how educational leadership and organizational culture influence employee performance in Ugandan higher education institutions (HEIs). The central question examines the extent to which leadership and institutional culture influence academic staff engagement and productivity. The review highlights how urgent it is to reconsider leadership strategies in HEIs in light of escalating issues like staff discontent, resource limitations, and digital transformation. The review, which is based on books, institutional reports, and peer-reviewed journal articles published between 2010 and 2025, attempts to evaluate cultural frameworks, find important trends, and ascertain how they affect employee performance. Targeted keywords were used to find the literature using databases such as JSTOR, Scopus, and Google Scholar, and it was chosen based on publication rigour, context, and relevance. A total of 65 research works has been reviewed. The studies were classified according to publication year, geographical distribution, research methodology, and sector. Key concepts and components that have significantly contributed to the field, as well as the influencing factors, importance, and implications of Educational Leadership and Organizational culture on academic staff performance are discussed. The findings reveal that strong leadership, and a supportive culture positively influence motivation, collaboration, and effectiveness. However, research gaps persist in African contexts, which have been pointed out in this paper. The current study identified research gaps related to the lack of systematic reviews and classifications based on the sector being studied, publication year, demographic factors and research methodology. Future studies should explore the role of digital tools, mental well-being, and stakeholder collaboration in enhancing academic performance.
