Abstract:
This study addresses the issue of effective management and continuity of public services in the context of the multidimensional political crisis that has been affecting the Republic of Mali since 2012. Based on a purely documentary literature review, our analysis aims to evaluate how public governance models (Good Governance, New Public Management) have been tested by chronic political instability (recurrent coups d'état) and insecurity. The results confirm the existence of a proven link between poor governance, characterized by corruption and administrative absence in high-risk areas (North and Center), and the impairment of the normal functioning of public services. Facing this challenge, the article highlights the imperative to review the public service management method through more resilient approaches, such as citizen co-production, in order to restore trust and, ultimately, to contribute to the stabilization of the political regime.
