Abstract:
The Merdeka Belajar (Freedom of Learning) paradigm applied in the Indonesian education system requires fundamental changes in curriculum development, including in the field of Social Studies Education (IPS). Until now, the IPS curriculum has tended to be cognitive and factual in nature, making it less capable of developing students' social competencies, civic values, and critical thinking skills. This conceptual study aims to reconstruct the direction and principles of SSE curriculum development to align with the spirit of Merdeka Belajar, which emphasizes independence, flexibility, and contextual learning. This study uses a theoretical approach by examining various curriculum development models such as the Tyler, Taba, and Walker models, as well as experiential learning theories (Dewey and Kolb) integrated with the principles of the Merdeka Curriculum. The results of the study show that the reconstruction of the social studies curriculum needs to be directed towards reorienting humanistic learning objectives, recontextualizing material based on current social issues, and applying participatory and reflective learning approaches. This article recommends a conceptual model for social studies curriculum development that is based on social experience and oriented towards 21st-century competencies.
