Abstract:
: Youth unemployment remains a significant challenge, highlighting the mismatch between available qualifications and skills needed in the labour market (Refrigeri & Aleandri, 2013). Like other African countries, Rwanda faces employment challenges among its youth, prompting the country to collaborate with private entities to address this issue. This study examines the collaboration between the government and non-governmental organisations (NGOs) in decision-making and implementing policies related to youth employment and entrepreneurship. A qualitative research approach was utilised, incorporating expert in-depth interviews, youth focus group discussions, and policy document analysis to gather data. The findings indicate that while the government collaborates with NGOs in policy-making and implementation, the decision-making process is often top-down, hindering effective implementation. Additionally, the scattered nature of policy implementers, particularly NGOs, reduces their effectiveness in delivering entrepreneurship programs. The researcher recommends adopting a bottom-up approach to policy design and forming a consortium to unite NGOs offering youth entrepreneurship training and education.
