Abstract:
The major purpose of this study is on manpower utilization and service delivery of local government councils in Delta State, Nigeria. The objectives of the study were to establish the relationship between cost of hire and administrative efficiency of local government councils in Delta State, Nigeria, and to ascertain the relationship between staff strength and administrative effectiveness of local government councils in Delta State, Nigeria. The specific objectives of the study informed the research questions and hypotheses. The theoretical framework for the study was the Goal Setting theory by Locke & Latham (2006). The research design was descriptive survey research design. A sample of 386 was obtained from a total population of 11055. Structured questionnaire instrument was used for collection of primary data and data collected were presented and analyzed using tables and percentages. The research questions were answered using statistically weighted mean, while the hypotheses were tested using Pearson Product Moment Correlation Coefficient through the help of SPSS. Findings from the study revealed that cost of hire has no significant relationship with administrative efficiency of local government councils in Delta State, Nigeria and that staff strength has a significant relationship with administrative effectiveness of local government councils in Delta State, Nigeria. In view of the findings from the study, it was recommended that the Local Government Service Commission and local government authorities should lay more emphasis on actual vacancies before embarking on recruitment exercises. This will help to save cost and enhance administrative efficiency.
