Abstract:
This research explores the disconnect between policy guidelines and the realities faced by teachers in the Philippines. Focusing on Sections 13 and 14 of Republic Act 4670, it analyzes how mandated work hours (Section 13) and the demands of additional duties (Section 14) can conflict, leading to excessive workloads. Through policy analysis and teacher narratives (case studies), the research exposes this tension. Recognizing the detrimental impact on teacher effectiveness, the study proposes recommendations to bridge the gap between policy and practice. The recommendations put forward aim to enhance the effective implementation of Section 13 and 14 of Republic Act 4670. These suggestions focus on streamlining work hour requirements outlined in Section 13 and clarifying the additional duties specified in Section 14 to ensure a balanced workload for teachers. By optimizing the application of these sections, the goal is to alleviate the burden on educators, promote their well-being, and ultimately enhance the quality of education delivery in the Philippines.
