Abstract:
: The Philippines addresses its teacher shortage with DepEd's 2023 guidelines, which revamp recruitment through online applications, qualification standards, selection processes, and professional development, aiming to explore their potential impact and shape the future of teacher recruitment. To address this, the Department of Education (DepEd) implemented new guidelines in 2023 (DepEd Order No. 7, s. 2023) aimed at revamping teacher recruitment processes. These reforms focus on online applications, qualification standards, merit-based selection, and professional development. This study employs a narrative literature review to explore the potential impact of these guidelines on teacher recruitment in the Philippines. The review identifies five key themes: (1) Online Application System Efficiency, (2) Enhanced Qualification Standards, (3) Merit-Based Selection Processes, (4) Professional Development Opportunities, and (5) Community Engagement and Localization. While the guidelines hold promise, their successful implementation requires careful consideration of potential challenges, such as ensuring user-friendliness of the online system, balancing national standards with local needs, mitigating bias in selection processes, and fostering a strong mentorship culture for continuous professional development. The study concludes by recommending strategies to optimize the effectiveness of DepEd's 2023 guidelines, ultimately contributing to a more efficient, meritocratic, and responsive teacher recruitment system that benefits Filipino students and the education system.
