Abstract:
This study investigates the differential effects of financial interventions (FI) and human resource development (HRD) on job creation (JC) through entrepreneurial activities (EA) in mountainous regions. Employing Partial Least Squares Structural Equation Modelling (PLS-SEM) with multi-group analysis (MGA), we analysed survey data from 400 respondents (200 highland, 200 lowland) in Vietnam's Northwest region. The theoretical framework integrates Resource-Based View, Institutional Theory, and Entrepreneurship Theory to elucidate the mechanisms driving job creation in geographically marginalised areas. Results demonstrate that both FI and HRD significantly enhance EA, which subsequently contributes to JC. Notably, MGA reveals distinctive patterns: FI exerts a stronger influence in lowland communities, whilst HRD demonstrates greater impact in highland areas. These findings extend theoretical understanding of contextualised job creation mechanisms and provide empirically-grounded policy recommendations for sustainable economic development in topographically diverse regions. The study contributes to the scholarly discourse on geographically differentiated development interventions and offers insights for targeted policy implementation.
