Abstract:
The efficacy of public institutions relies on ethical standards and value re-orientation. This study explores their impact on service delivery and public perception in the Delta State civil service, Nigeria. Mixed methods were used, including surveys and interviews with civil servants. Findings show the importance of ethical conduct, punctuality, and accountability in enhancing operational efficiency. Value re-orientation initiatives positively influenced ethical behavior and transparency. Recommendations include continuous training programs to reinforce ethical standards and strengthen accountability mechanisms. Integrating ethical frameworks into organizational practices enhances service delivery and builds public trust. Future research should focus on the sustained effectof these initiatives and innovative approaches to governance reform. This study informs decision-making for effective public administration in Delta State and beyond.
