Abstract:
This study investigates the public perception of moral governance in Cotabato City, a region characterized by its unique socio-political and religious context. As moral governance becomes a guiding principle in the Cotabato City leadership framework, emphasizing transparency, accountability, and leadership rooted in ethical and Islamic values, it is crucial to assess how this concept is perceived by its constituents. Anchored on a quantitative research design, the study utilized a structured survey distributed across selected areas within Cotabato Ciity to gather data on citizens' views regarding the implementation and integrity of moral governance. The research particularly examined whether perceptions significantly differ when analyzed according to sex and religious affiliation. Statistical analysis, including appropriate inferential tests, revealed a significant difference in perception based on these demographic variables. These findings led to the rejection of the null hypothesis, confirming that sex and religion are influential factors in shaping public opinion on moral governance. The study highlights the importance of incorporating cultural and religious diversity in governance reforms and provides valuable insights for policymakers, local leaders, and governance practitioners aiming to strengthen participatory and ethical leadership in the region. The implications of the study suggest that sustainable governance in Cotabato City must be culturally responsive and reflective of the values and identities of its population)
