Abstract:
Given the rising demand for Muslim-friendly tourism, the focus of this research is the human resource development in Hanoi and Quang Ninh concerning the newly developing hotspots for Muslim travelers. Within the context of Human Resource Development Theory and Cultural Tourism Theory, this research is based on a combination of document analysis, a survey conducted on 120 students of tourism, and in-depth interviews with 15 educators and professionals. Document analysis indicated a lack of global engagement training for students, alongside deficient global engagement training for the Muslim community, and a lack of collaboration among educators and employers. Employing SEM revealed that the most important factors predicting students' readiness for Halal tourism were institutional engagement, intercultural education, and perceptions of relevance to their career. Findings show a concerning lack of strategically oriented policy designs and partnerships aimed at developing a culturally relevant professional competency tourism workforce. This research, alongside the scant literature on Halal tourism in developing countries, strategically integrated tourism education with the aim of service inclusivity and sustainability.
