Abstract:
This study offers a critical appraisal of the ministerial circular dated 14 July 2025 concerning the continued schooling of pregnant girls in the Democratic Republic of Congo (DRC). While this policy represents a symbolic step toward inclusive education, it remains deeply inadequate when confronted with entrenched cultural and religious resistance, the absence of a binding legal framework, and the lack of appropriate support mechanisms. The analysis advocates for a comprehensive and systemic reform, anchored in robust legislation, adequate financial resources, tailored teacher training, and a broad-based social mobilization capable of dismantling harmful stereotypes. It further underscores the imperative to embed this policy within a wider national gender strategy that encompasses reproductive health and the fight against sexual violence. Far from being an endpoint, the circular must serve as a catalyst for genuine structural renovation, one that upholds inclusive, equitable, and emancipatory education as a major right.
