Abstract:
This paper discusses the impact that strategic planning has on the performance of an organization in the Public Sector in Qatar, with a particular focus on the mediating role played by innovation capability. The paper applies the Resource-Based View (RBV) and the Dynamic Capabilities Theory (DCT) to investigate the relationship between two strategic planning dimensions, i.e., strategic goal clarity and strategic flexibility, and the formation of innovation capability for the achievement of organizational performance. Data were collected by using a structured questionnaire from 370 employees working in managerial and professional positions in Public Sector in Qatar. The data were statistically modelled in the framework of PLS-SEM Partial Least Squares Structural Equation Modelling by means of SmartPLS 4.0. The result shows that the strategic goal clarity and the strategic flexibility are significantly and positively related to the innovative ability and the organizational performance. Further, innovation capability was the strongest moderator variable to explain the relationships between strategic planning and organizational performance. Third, these results emphasize the need for a clear strategic direction and adaptive flexibility in order to attain innovation and competitive advantage. The contributions of the research work are theoretical because theoretical frameworks such as RBV and DCT are included in one model; and practical because in the real working environment, managers are responsible for supporting all strategic planning activities for Qatar National Vision 2030.
