Abstract:
This study is situated within the context of persistent learning loss and widening educational inequities in Philippine public elementary schools following prolonged disruptions, highlighting the need for sustainable and future-oriented learning recovery strategies. The purpose of the study was to develop a Strategic Foresight Framework for Sustainable Learning Recovery by examining school leaders' perceptions of learning recovery, identifying implementation challenges, documenting recovery strategies, and exploring the use of foresight and future-oriented planning in selected public elementary schools in Cavite Province. Employing a qualitative case study design, data were gathered from fifteen purposively selected school heads through semi-structured interviews, document analysis, and limited non-participant observations, and were analyzed using thematic analysis. The findings revealed that learning recovery remains incomplete and uneven, with significant gaps in literacy, numeracy, and socio-emotional learning, particularly among early-grade learners. Major challenges included time and curriculum pressures, teacher workload, resource scarcity, technology inequity, and inconsistent home support. School leaders addressed these issues through structured remedial programs, personalized instruction, stakeholder engagement, socio-emotional interventions, and continuous monitoring, guided by strategic foresight practices such as risk anticipation, scenario planning, and adaptive program design. The study concludes that strategic foresight-oriented leadership is essential in sustaining learning recovery, strengthening school resilience, and informing policy and practice for future-ready basic education systems.
