Abstract:
Effective public procurement remains fundamental to promoting transparency, accountability, and efficient resource utilization in public institutions globally. This study examines the effect of personnel competence on public procurement performance in Lower Benue River Basin Development Authority (LBRBDA), Nigeria. A descriptive survey design was adopted, and data were obtained using structured questionnaires administered to respondents in procurement related schedules. Descriptive statistics and regression analysis were employed to assess the relationship between competence attributes and procurement outcomes. The findings indicate a strong positive and statistically significant relationship between personnel competence and procurement performance (Rē = 0.993; ? = 0.549; p-value < 0.05). Specifically, academic qualifications, professional registration, and relevant work experience were found to significantly enhance contract compliance, operational efficiency, and overall procurement effectiveness. These findings reaffirm that competent personnel are critical to achieving improved procurement outcomes in public-sector organizations. The study recommends sustained professional training, continuous capacity-building programmes, and rigorous bid pre-qualification procedures to ensure that procurement related staff possesses the requisite technical and managerial competencies. These insights offer practical guidance for public institutions seeking to strengthen procurement accountability, enhance service delivery, and promote sustainable resource management.
