Abstract:
Political culture is a complex structure encompassing political knowledge, ideological orientation, beliefs, attitudes, and patterns of behaviour among actors in political life. This study examines the current state of political culture awareness among civil servants in Hanoi's grassroots political system. It identifies key implications for building a more civilised and modern administrative culture in the capital. The article is based on conceptual analysis and empirical evidence from a survey conducted by Hanoi University of Culture (February-May 2022), covering 700 civil servants and 300 citizens across multiple urban and suburban districts of Hanoi. Hanoi's civil servants generally demonstrate relatively strong awareness of political culture components, although notable gaps remain between correct understanding and consistent practice. Strengthening political culture among civil servants in Hanoi requires continuous training, stronger self-discipline, regular evaluation, and the integration of political culture development with broader administrative reform and public service ethics.
