Abstract:
The digitalization of educational administration has become a defining feature of modern education systems across both developed and developing regions. In particular, the management of secondary school examination results represents a critical operational and governance function that directly affects students, educators, parents, and policymakers. While developed regions such as North America and parts of Europe have largely transitioned to integrated, secure, and data driven academic information systems, many African countries continue to rely on fragmented, semi-digital, or manual result management processes. This review paper critically examines existing technologies, system architectures, and governance models for Secondary Result Management Systems (SRMS), with a comparative focus on implementation experiences in Africa and America. Through a systematic synthesis of over 40 peer reviewed studies spanning Education Management Information Systems (EMIS), web based platforms, cloud computing, database systems, and information security, this review identifies persistent gaps in interoperability, automation, accessibility, and policy alignment particularly in low-resource contexts. The findings reveal that although the core technologies required for effective SRMS are mature, disparities in infrastructure, institutional capacity, and regulatory frameworks significantly influence system effectiveness. In response, this paper proposes a comprehensive conceptual framework for a unified, secure, and scalable Secondary Result Management System adaptable to both African and American educational contexts.
