Abstract:
This study examined urban transport governance and policy implementation in Oyo Town and its metropolis, Oyo State, Nigeria, driven by challenges of rapid urbanisation, traffic congestion, inadequate infrastructure, and the need for effective governance to improve transport policy implementation and urban mobility. Specifically, it assessed existing governance structures and institutional arrangements, examined the effect of urban transport governance on transportation policy implementation and urban mobility, determined the relationship between governance and policy implementation, and evaluated its influence on urban mobility. A descriptive survey research design was adopted. The population comprised residents, transport operators, union officials, traffic managers, urban planners, and government officials. A sample of 400 respondents was selected using stratified, purposive, and simple random sampling techniques. Data were collected using a validated questionnaire with reliability confirmed using Cronbach's Alpha above 0.70. Data were analysed using frequency, percentage, mean, standard deviation, Pearson Product Moment Correlation, and Simple Linear Regression at 0.05 significance level.Findings showed that respondents agreed that urban transport governance structures are functional and support transportation management (Grand Mean = 3.89), and that governance positively affects policy implementation and urban mobility (Grand Mean = 4.08). The correlation result revealed a strong positive relationship between urban transport governance and transportation policy implementation (r = 0.742, p < 0.05). Regression analysis showed that urban transport governance significantly influences urban mobility (R = 0.768, Rē = 0.590, F = 574.826, p < 0.05), explaining 59.0% of the variation. The study concluded that urban transport governance is a key determinant of transportation policy implementation and urban mobility. It recommended strengthening institutional coordination, improving regulatory enforcement, enhancing stakeholder participation, and increasing funding for sustainable urban transport development in Oyo Town and its metropolis, Oyo State, Nigeria.
