Abstract:
Industrial park development has become a key policy instrument for promoting industrialization and economic transformation in developing countries. However, empirical evidence on its effects on labor market and domestic investment outcomes remains limited in Ethiopia. This study examines the impact of industrial park development on labor market and domestic investment outcomes in Ethiopia using panel data from treated and control zones. A Difference-in-Differences (DID) estimation approach is employed to identify the causal effects of industrial park development while controlling for time-invariant unobserved heterogeneity and common time trends. The analysis focuses on labor market outcomes, measured by employee wages, commissions and professional allowances, and employment generation, as well as domestic investment outcomes, measured by the number of domestic investors, paid-up capital, and working capital. The findings reveal that industrial park development has significantly improved labor market outcomes by increasing employee wages, compensation, and employment opportunities, including female employment. In contrast, the analysis finds no statistically significant effect on domestic investment outcomes, suggesting that the expected spillover effects on domestic private investment have not yet materialized. The study concludes that industrial parks have been effective in promoting employment and improving labor market performance but have had limited success in stimulating domestic investment. The findings highlight the need for complementary policies that improve access to finance, strengthen domestic supplier linkages, facilitate technology transfer, and enhance the participation of local investors to maximize the broader economic benefits of industrial park development in Ethiopia.
