Abstract:
The integration of ICT into education is a key strategy for improving educational quality and equity. This study assessed the implementation of post-pandemic digital learning policies and their implications for educational equity in secondary schools of the Konso Zone, South Ethiopia. A convergent mixed-methods design was employed, involving 341 students, 114 teachers, focus group discussions, and key informant interviews. Quantitative data were analyzed using descriptive and inferential statistics, while qualitative data were thematically analyzed. The findings revealed significant urban-rural disparities in digital learning access, with rural schools facing limited ICT infrastructure, internet connectivity, digital devices, and locally relevant learning resources. Although smartphones were widely available, access to computers, tablets, and educational software remained limited. Teachers and students demonstrated basic ICT skills but had gaps in advanced digital competencies. The study identified infrastructure limitations, insufficient training, weak policy implementation, and socio-cultural barriers as major challenges to digital inclusion. It concludes that achieving equitable digital learning in the Konso Zone requires targeted investment in ICT infrastructure, teacher capacity development, localized digital content, and effective implementation of digital education policies.
