Abstract:
This paper examines the role of international observation missions in relation to democratic accountability in the 2023 presidential election in Oyo State, Nigeria. Situated within the broader discourse on electoral integrity and democratic consolidation in emerging democracies, the study draws on democratic accountability theory and electoral integrity theory to assess whether international observation missions meaningfully enhance electoral credibility or primarily serve symbolic and normative functions. Using a qualitative critical analytical approach, the study reviews the conduct of major observation bodies including the European Union Election Observation Mission, African Union, and ECOWAS alongside domestic observer groups, and evaluates key dimensions of the electoral process in Oyo State, including transparency, credibility of results, voter confidence, institutional reforms by the Independent National Electoral Commission (INEC), and political party reactions. Data were derived from published observer reports, academic literature, media sources, and policy documents, analysed through thematic content analysis. Findings suggest that international observation missions contributed positively to procedural transparency and reinforced democratic norms during the election. However, their influence on substantive democratic accountability remains limited and uneven, as structural and institutional challenges within Nigeria's electoral system persist. The study argues that while observer missions enhance visibility and normative legitimacy, democratic accountability is ultimately determined by domestic institutional strength and political will. The paper concludes that credible elections remain central to democratic consolidation in Nigeria and Africa, but international observation missions should be viewed as supportive rather than decisive actors in electoral legitimacy. Strengthening domestic institutions and electoral processes is therefore essential for sustainable democratic development.
