Abstract:
This study examined the factors affecting Public-Private Partnerships (PPPs) in infrastructure development for sustainable urban growth, with a particular focus on climate change adaptation projects in the lowland ecosystem of Zuway Dugda Woreda, Arsi Zone, Ethiopia. A descriptive research design with a mixed-methods approach was employed. Primary data were collected through questionnaires and semi-structured interviews from employees and key informants selected using simple random and purposive sampling techniques. Quantitative data were analyzed using SPSS Version 25, while qualitative data were analyzed through thematic analysis. The findings revealed that political instability, economic fluctuations, social challenges, limited technological capacity, and legal and regulatory constraints significantly affect the effective implementation of PPP-based infrastructure projects. The study concludes that overcoming these challenges is critical to enhancing PPP effectiveness and promoting sustainable urban development. It recommends strengthening institutional and regulatory frameworks, improving technological capacity, enhancing stakeholder and community engagement, and increasing awareness among relevant actors to support the successful implementation of climate-resilient infrastructure projects.
