Abstract:
This paper provides a systematic analysis of the economic effects of international labour migration in Uzbekistan, focusing on its transmission through the labour market, household income, cross-border remittances, human capital, regional development, and the economic reintegration of return migrants. It argues that assessing migration solely in terms of its capacity to alleviate unemployment pressures or increase foreign currency inflows provides an incomplete account of its broader economic implications. The overall economic gains from migration depend on the extent to which migration occurs through legal channels, migrants' occupational and language competencies, the diversification of destination labour markets, the transformation of remittances into savings and productive investment, and the effective economic reintegration of return migrants. The paper proposes a panel-data model specification for assessing migration outcomes across regions and develops a set of policy-oriented recommendations, including a "skills-language-certification-contract" mechanism, measures to channel migrants' savings into productive investment, and strategies to diversify the geographical distribution of labour migration.
