Abstract:
The research paper aims to descriptive and analyzed the critical role of strategic planning based on results to availability of food in the Sudan, with integrated vertical & horizontal dimensions to availability the food in the Sudan, reading with probable/available opportunities and emerging threats that it's impacted positively and negatively in the process of availability the food. The proposed strategic planning here beneficial from all attempts and prelegacies, through bricklaying on learned lessons and successful stories for that strategies varied concentrate dimensions and scale covered the component of production sector in the country. This study addressing the main question about: what is the role of strategic planning based on results to availability of food in the Sudan, what is probably/ available opportunities to thrift food in the Sudan, what is emerging and currentness threats to hinder provident the food in the Sudan? Beside sub-questions includes:? Why precedent strategies failure to availability the food in the Sudan? What is productivity sectors priority relevant in surety food? Why those were inability to secure food in the Sudan? The paper basing on specific hypotheses advantaged: the process of making strategic planning based on results vertical/horizontal dimensions from the bottom enable the country grabbing possible/affordable opportunities and transcend emerged/correctness threats and securing the food in the Sudan. The significance of the paper appeared from endeavor to descriptive, analyses and interprets the vital role of proposed national strategy to securing the food in, through analyses and assessment the causes of failure the pre-strategies, and descriptive the causes of productivity sectors deficit to securing the food in the country. The paper tracer specific methodologies compose of: descriptive/analyze, historical, cause study and comparative method, those methods using with integrative way. This paper was structured in specific way as: introduction, three detectives and epilogue, at the first one highlight theoretical and conceptual framework, at the second detect focusing on the applied framework and in third concentrate on discussion/ analyses the paper topic, then to reached specific epilogue. The paper conclude specific conclusions compose of: the process to making strategy based on results integrated vertically & horizontally from bottom -up empowering Sudan to grabbing available opportunities and transcend emerging threats it's playing fundamental role in food availability in the Sudan. Inadequacy to infrastructure and access the markets, debilitated investment on agriculture research beaconing and technological devolve absenteeism stable coordinated policies about traditional agricultural lands. Besides decreasing agricultural credit/finance, absence private institutions belong traditional rain agriculture, also the paper determine specific recommendations: deploying, adapting strategic planning based results model because it's had tangible ,realistic results on food availability way, stead strategic planning models, handling infrastructure inadequacies and access markets avenues, increasing agricultural researches investments beaconing and suitable technological devolve, adaptation stable coordinated policies on land management in traditional sector, addressing decreasing credit and finance banking coverage to oriented farmers ,its reflected on ongoing traditional credit system.
