Abstract:
Governance in contemporary institutions increasingly depends on the ability to observe, interpret, and act upon information as events unfold rather than after periodic reporting cycles. Real-time governance dashboards, interactive visual interfaces that consolidate key performance indicators (KPIs), key risk indicators (KRIs), and operational signals from streaming and batch data sources, have emerged as a central instrument for this shift. This paper surveys the advances and future opportunities associated with such dashboards for public and private institutions. We situate the topic within the intersecting literatures of information visualization, business intelligence, and performance measurement, tracing a lineage from balanced-scorecard-style measurement frameworks and classical visual-analytics principles to modern streaming data architectures. We synthesize the state of the art across five dimensions: metric and indicator design for governance; visualization and dashboard design principles; real-time and streaming data architectures; alerting and drill-down interaction; and self-service business intelligence. A structured summary table maps dashboard capabilities to their governing design principles and characteristic failure modes. We then examine open challenges that constrain effective deployment, including data latency and quality, metric gaming and displacement of managerial attention, cognitive overload, and the erosion of trust when displayed figures diverge from lived reality. Finally, we outline a research agenda centered on AI-augmented dashboards, provenance and explainability, adaptive and role-aware interfaces, and rigorous evaluation of decision impact. We argue that the frontier lies less in faster data movement than in designing accountable, interpretable, and trustworthy socio-technical systems around it.
