Abstract:
This mixed-methods study examined the institutional and systemic conditions that enable or constrain culturally responsive mathematics pedagogy (CRMP) in Zanzibar secondary schools. CRMP was conceptualised as the deliberate use of learners' cultural, linguistic, familial, and community knowledge to support rigorous mathematical meaning-making, participation, and identity. The study involved 560 secondary school students and 28 mathematics teachers from 10 secondary schools across urban and rural contexts in Zanzibar. Quantitative data were obtained through student questionnaires, teacher measures, classroom observations, and school-level administrative data, while qualitative evidence was generated through teacher and school-leader interviews, student focus-group discussions, and classroom observations. Institutional support was moderate but uneven (M = 3.41, SD = 0.89). Administrative encouragement was strongest (M = 3.76, SD = 0.80), whereas professional development and training (M = 3.08, SD = 0.97) and policy guidance and curriculum alignment (M = 3.29, SD = 0.91) were weakest. Leadership support was positively associated with teachers' CRMP practice (r = .49, p < .01). Teachers used culturally relevant examples more frequently than they adapted whole lessons to learners' cultural backgrounds. Qualitative findings showed that leadership commitment and collegial collaboration facilitated pedagogical experimentation, whereas examination pressure, curriculum pacing, limited professional learning, and resource constraints inhibited sustained implementation. The findings indicate that culturally responsive mathematics teaching requires institutional coherence among teacher professional development, school leadership, curriculum, assessment, and locally grounded instructional resources.
