Abstract:
The effectiveness of the electronic system is undeniably a crucial aspect of modern management, especially given the remarkable advancements in communication methods, information technology, and human resource development. It aims to address the shortcomings of traditional administrative systems regarding human resources. This study aims to explore the effectiveness of the electronic system in enhancing human resources at Al-Awda Health and Community Association in Gaza in the context of the 2023 war on Gaza. A descriptive-analytical methodology was employed, utilizing a questionnaire on the "Effectiveness of the Electronic System in Enhancing Human Resources at Al-Awda Health and Community Association in Gaza during the 2023 War." The initial performance of the electronic system was considered as an "independent variable," consisting of 10 items measuring the effectiveness of the electronic system, while human resource development was treated as a "dependent variable," consisting of 10 items measuring human resource development, along with general information such as gender and educational qualifications. The study reached several key findings, including: 1. The overall average effectiveness of the electronic system was moderate. 2. The overall average measure of human resource development was moderate. 3. There was a statistically significant impact at the significance level (? ?0.05) of the electronic system's effectiveness on human resource development at Al-Awda Health and Community Association in Gaza during the 2023 war. 4. No statistically significant differences were found at the level (??0.05) between the average ratings regarding the effectiveness of the electronic system and human resource development at Al-Awda Health and Community Association in Gaza during the 2023 war, attributed to the variables: gender and educational qualifications.
